Menifee Housing Programs
Rent and Mortgage Assistance
The City of Menifee is dedicating Federal CARES Act Funds to help eligible residents pay up to six months of past due rent or mortgage due to COVID-19 hardships.
Qualifications
- Must be a City of Menifee resident
- Have a household income at or below 80% of the area median income, as defined by the U.S. Department of Housing and Urban Development (HUD)
- Inability to pay rent or mortgage due to a temporary job loss, reduced work hours or other income hardship caused by COVID-19
- You have not received assistance from any other source for the same period of time as requested through this program
- This program provides a one-time grant

Homebuyer Assistance Program
The City of Menifee is excited to announce the launch of its first ever down payment assistance effort - the Menifee Homebuyer Assistance Program!
Thanks to the Building and Jobs Act (SB2), which was passed in 2017, the City of Menifee will now receive annual funds from the State of California’s Permanent Local Housing Allocation (PLHA). This law established a $75 recording fee on all real estate documents to fund the PLHA program, which provides funds to increase affordable housing stock across the state.
The allocation provided to Menifee allows the City to create this new program to support Menifee homebuyers. Based on current estimates, the City of Menifee’s allocation for the first program cycle will be more than $1.2 million between 2019 and 2023. The City looks forward to using these funds to support local homebuyers.
Homeownership Opportunity
City of Menifee will use funds for Down Payment Assistance- $15,000 max interest-free loans
- 15 years deferred
- Buyers must pay back the City if they move, sell, transfer or refinance
- Cannot exceed 80% Area Medium Income (AMI)

The City of Menifee's First Time Homebuyer Assistance Program is administered by the Neighborhood Partnership Housing Services (NPHS). Please refer to the NPHS Website for application details.
Mortgage Credit Certificate Program
Starting August 2014, the City of Menifee participates as part of the Riverside County Mortgage Credit Certificate Program (MCC) which entitles qualified home buyers to reduce the amount of their federal income tax liability by an amount equal to a portion of the interest paid during the year on a home mortgage.

Minor Home Rehabilitation Program (MHRGP)
The City of Menifee offers the MHRGP to qualified very low-income seniors and permanently disabled homeowners, living within the City. In order to participate in the MHRGP, homeowners must meet the eligibility requirements. The MHRGP offers up to $10,000.00 lifetime assistance to eligible Applicants for eligible repairs.
Eligibility Requirement
To qualify for the MHRGP, applicants must meet the following requirements:
1. Owner-occupant of a single family dwelling or mobile home at the time of application and have lived in the property at least one year (1) and
a. Be a senior citizen, 62 years or older, or
b. Be a permanently disabled person, or
c. Be a permanently disabled person from the immediately family of the applicant(s) residing full time in the residence
2. Annual gross income not to exceed 50% of the County of Riverside median income, adjusted for household size:

Eligible Improvements
Participation in the MHRGP allows homeowners to improve their living conditions by making necessary repairs including, but not limited to:
1.Ceiling/Roof Repairs
2.Door/Window Locks
3.Plumbing & Electrical Repairs to be determined by the City of Menifee(faucets, toilets, garbage disposal, leaking pipes)
4.Flooring due to unsafe conditions
5.Heating/Cooling
6.Ramps, Stairs, and Handrails
7.Smoke Detectors
8.Water Heaters
9.Windows
10.Improvements necessary to correct certain building code violations

Single Family Home Improvement Grant (SFHI)
The SFHI Grant assists with the rehabilitation of owner-occupied, single-family dwellings, mobile homes, etc. All repairs must be done in accordance with the City's program guidelines. The SFHI grant will be available on a first-come, first-serve basis.
The Single Family Home Improvement Grant offers up to $15,000 and shall be provided to eligible low-income household owners.
Eligibility:
- Applicant must meet the annual household gross income established by HUD for the program.

- Low-income homeowners up to the age of 61
- Home must be owner-occupied
- The property must be located within Menifee's city limits.
- Applicant must be current on their mortgage, property taxes, and local income taxes.
