Vendor Registration & Bid Opportunities
The City of Menifee contracts with PlanetBids to manage its purchasing process with vendors. Registration is simple and free. Many neighboring Southern California cities use the same service.
Once you enter the PlanetBids site, you can view a general description of bid opportunities without registering. The public does not need to register to view bid information, prospective bidder’s lists, public documents, questions and answers, addenda, bid results, or award information.
You must register as a vendor and create a login for any of the following:
- Download private bid information package documents.
- Submit a question.
- Acknowledge addenda.
- Receive email notifications about bid opportunities.

Prevailing Wage Requirements & DIR Contractor Registration Requirements
As a general law city, the City of Menifee is subject to prevailing wage requirements for any public works projects (including maintenance and repair work) that exceeds $1,000. Information on Prevailing Wage requirements can be found on the State of California's Department of Industrial Relations (DIR) website.
Under the Labor Code, public works in general refers to:
- Construction, alteration, demolition, installation, maintenance, or repair work,
- Done under contract, and
- Paid for in whole or in part out of public funds
It can include pre-construction and post-construction activities related to a public works project.
Additionally, for all public works projects exceeding:
- $25,000 (new construction, alteration, installation, demolition, or repair)
- $15,000 (maintenance)
DIR Contractor (and subcontractor) registration is required as a prerequisite prior to submitting a bid (formal or informal) and/or entering into contract. DIR Contractor registration and renewals are processed directly through the DIR.
