Virtual City Hall Permit Center - Zero Stop Shop!
We are pleased to offer our citizens, businesses, and visitors access to government services online, 24 hours a day, 7 days a week. The City of Menifee has created a new initiative, “Streamline Menifee” that brings all City Development Departments together and focuses on providing expedited customer service and processing to save time and money by obtaining permits and approvals faster than ever. As part of this effort, and in advancing Virtual City Hall Services and our Zero Stop Shop, we welcome you to utilize the Menifee Permit Portal for online permitting and inspection scheduling.
While City Hall is closed to the public, City Hall will continue to be open for business virtually via our "Zero Stop Shop".
The City of Menifee is committed to maintaining continuity of City services while ensuring the health, safety, and well-being of its residents and staff. The City and will be offering select services online and by phone. Please see below for more details:
General Procedures
Meetings
All previously scheduled in-person meetings/appointments will be rescheduled, conducted via phone, or video conference. Staff will be in contact to provide necessary meeting details for rescheduling meetings/calls.
Submittals
All departments will continue to accept electronic submittals. Please see below for department-specific procedures. If hard copies are required, these will only be accepted by mail.
Payment of Fees
Payments will be accepted via credit cards with the appropriate City of Menifee Form, checks via the United States Postal Service or by setting up a deposit account via wire transfer. For credit card payments or deposits via wire transfer, please contact the City’s cashier at (951) 723-7795 or via email.
Pass-through payments (i.e. Environmental Health) shall be submitted by mail courier.
Business Licenses
Business license applications may be submitted via the City’s website. If you have questions, please call (951) 672-6777 and ask for Business License.
Building and Safety
Field Inspections
Field Inspections will continue for all exterior and unoccupied dwelling units/construction. Inspection requests can be submitted through email. Interior inspections of Mechanical/HVAC and Water Heaters may be conducted in person, via video, submission of photos using the template that can be accessed by clicking on the HVAC and Water Heater links. Inspections taking place in person require 6ft social distancing and the use of face masks for the duration of the inspection. Submittals
Electronic submittals are still required. If hard copies are necessary, these will be accepted by mail.

Submit permit applications and plans online via email or in person from Monday-Thursday 9 am to 1 pm by appointment only. To set up an in-person appointment please click here to be re-routed to the appointment page. Incomplete applications that are submitted online will be emailed back.

Permit Issuance
Applicants must notify the Building & Safety department once all applicable fees have been paid and provide a "Permit Issuance" form via email. Upon receipt of this notification and form, the applicant will be provided the License Declaration via email or over the counter. Building and Safety Technicians will coordinate with Planning, Engineering and Fire for approval of permit issuance. Conditions of Approval not met will be identified and returned to the applicant. These can be mailed, sent electronically via email, or picked up in person by the applicant. Applicants must still coordinate with outside (non-city) agencies/departments for their approval where applicable (for example, EMWD, So Cal Edison, Riverside County Environmental Health).
Code Enforcement
Code Enforcement staff will focus on cases that pose an imminent health and safety hazard. Complaints may be submitted via the City’s app or by calling (951) 246-6214. Questions regarding violations/citations may be sent via email to Brittney Chavira or Antonio Chavez or by phone at (951) 723-3759.

Fire-OFM Department
Fire Inspections
Field inspections will continue for all exterior and unoccupied units/construction. Until further notice, no inspections will be conducted at a medical facility (including an urgent care). We will help assist in evaluating the need for inspections of residential care facilities, adult daycare and child care facilities. In some cases, alternative methods may be utilized, or the inspection may be able to be postponed. Please contact the Fire Department at (951) 246-6215 or via email.

Payment of School Fees
- Perris Union High School District: Administrative offices remain open. Please call (951) 943-6369 for collection of fees.
- Romoland Union School District: Administrative offices are operating with limited staff, with school fees accepted on Wednesdays. Please call (951) 926-9244 for more information.
- Menifee Union School District: Administrative offices are open by appointment only. Please request an appointment via email to eoliver@menifeeusd.org or jsellers@menifeeusd.org.
In the event the district offices discontinue services, the City will issue building permits and ensure payment of school fees prior to any Certificate of Occupancy releases.
