While City Hall is open to the public Monday through Thursday, City Hall will continue to be open for business virtually via our "Zero Stop Shop".

The City of Menifee is committed to maintaining continuity of City services while ensuring the health, safety, and well-being of its residents and staff. The City and will be offering select services online and by phone. Please see below for more details:

General Procedures

Meetings

In person meetings at City Hall may be scheduled when City Hall is open to the public. We encourage continued use of video/phone meetings.

Submittals
All departments will continue to accept electronic submittals. Please see below for department-specific procedures.If hard copies are required, these will only be accepted by mail and when City Hall is open to the public.  

Payment of Fees
Payments will be accepted via credit cards with the appropriate City of Menifee Form, checks via the United States Postal Service or by setting up a deposit account via wire transfer. For credit card payments or deposits via wire transfer, please contact the City’s cashier at (951) 723-7795 or cashier@cityofmenifee.us. In person payments can be accepted when City Hall is open to the public. 

Pass-through payments (i.e. Environmental Health) shall be submitted by mail courier or in person when City Hall is open to the public. 

Business Licenses

Business license applications may be submitted via the City’s website. If you have questions, please call (951) 672-6777 and ask for Business License.

Building and Safety

Field Inspections
Field Inspections will continue for all exterior and unoccupied dwelling units/construction. Interior inspections of mechanical/HVAC and water heaters may be conducted via video or submission of photos using a template. Submittals

Electronic submittals are still required.  If hard copies are necessary, these will be accepted by mail or when city hall is open to the public.

  • Permits
Submit permit applications and plans online to building_submittals@cityofmenifee.us. Incomplete applications will be emailed back. 

  • Solar
All solar permits and plans will be submitted electronically to solar@cityofmenifee.us (no exceptions).
 
  • Plan Check Corrections
All corrections will be provided electronically via email. All correspondence will be conducted via the applicant.
 
  • Certificates of Occupancy
Project requiring Temporary Certificates of Occupancy (TCO) or Certificates of Occupancy (C of O) must submit a "Certificate of Occupancy form" via email to building_submittals@cityofmenifee.us. Building and Safety Technicians will coordinate with Planning, Engineering and Fire for approval of occupancy.  Conditions of Approval not met will be identified and returned to the applicant. These will be mailed or sent electronically via email to the applicant. Applicants must still coordinate with outside (non-city) agencies/departments for their approval where applicable (for example, EMWD, So Cal Edison, Riverside County Environmental Health).

Permit Issuance
Applicants must notify the Building & Safety department once all applicable fees have been paid and provide a "Permit Issuance" form to building_submittals@cityofmenifee.us. Upon receipt of this notification and form, the applicant will be provided the License Declaration via email. Building and Safety Technicians will coordinate with Planning, Engineering and Fire for approval of permit issuance. Conditions of Approval not met will be identified and returned to the applicant. These will be mailed or sent electronically via email to the applicant. Applicants must still coordinate with outside (non-city) agencies/departments for their approval where applicable (for example, EMWD, So Cal Edison, Riverside County Environmental Health).

Permits and plans may be picked up from City Hall when City Hall is open to the public. To schedule a pick-up, call (951) 723-3877 or visit our Qless system online.

Code Enforcement

Code Enforcement staff will focus on cases that pose an imminent health and safety hazard. Complaints may be submitted via the City’s app or by calling (951) 246-6214. Questions regarding violations/ciations may be sent via email to bchavira@cityofmenifee.us or achavez@cityofmenifee.us or by phone at (951) 723-3759.

Temporary Outdoor Dining during COVID-19 crisis:

  • The application to have temporary outdoor dining can be found here.

  • Temporary outdoor dining applications are free and are processed within 24 hours of being submitted.

Fire-OFM Department

Fire Inspections
Field inspections will continue for all exterior and unoccupied units/construction. Until further notice, no inspections will be conducted at a medical facility (including an urgent care). We will help assist in evaluating the need for inspections of residential care facilities, adult daycare and child care facilities. In some cases, alternative methods may be utilized, or the inspection may be able to be postponed. Please contact fire_submittals@cityofmenifee.us or (951) 246-6215.

Payment of School Fees

  • Perris Union High School District: Administrative offices remain open. Please call (951) 943-6369 for collection of fees.
  • Romoland Union School District: Administrative offices are operating with limited staff, with school fees accepted on Wednesdays. Please call (951) 926-9244 for more information.
  • Menifee Union School District: Administrative offices are open by appointment only. Pleae email request for appointment to eoliver@menifeeusd.org or jsellers@menifeeusd.org

In the event the district offices discontinue services, the City will issue building permits and ensure payment of school fees prior to any Certificate of Occupancy releases.
