Councilmember Deines is a native-born Californian, a resident of Riverside County for 32 years, and a resident of Menifee for 15. He and his wife Laurel have been married for 45 years and have four adult sons and three beautiful granddaughters. Dean’s public service started as a veteran of the United States Army where he served as a Military Policemen and Avionic Navigational Radar repairman. Dean worked for the County of Riverside for 28 years. During his career he managed the County’s short-term and long-term debt, financed County facilities, and funded mechanism for the County to fund the Newport Road expansion and Newport/I215 interchange, the Scott Road interchange and the Clinton Keith Road expansion. While with Riverside County, Dean oversaw the financing of the county’s new public safety radio system. Dean was also involved in the implementation of the radio system.
Dean is an avid reader and baseball enthusiast and holds a bachelor’s degree in Computer Science and a Master’s Degree in Business Administration.
Dean firmly believes in giving back to the community and has coached youth baseball, served as a volunteer youth pastor, and church elder. Dean was elected to the Valley Health System Board of Directors in 2010 where he represented the residents of Menifee until the board was dissolved in 2020. In the ten years representing Menifee, Dean has been instrumental in giving out grants to community-based organizations and school districts located in the City of Menifee totaling over $1.5 million.
