ACA and SolarApp+The City of Menifee Building & Safety Department is pleased to announce our new Accela Citizen Access (ACA) and SolarAPP+ automated permits. ACA provides residents, contractors, and developers, access to some online permitting services, 24 hours a day, 7 days a week. Residents and contractors are able to apply for solar permits, upload documents, make payments, and schedule inspections all through ACA. For more information about ACA permits and SolarAPP+, please click the image to be re-routed to or Accela citizen access information page.

E-mail & In-Person Submittals Process
Prior to submitting you may verify an address is in the City of Menifee by searching the address in City Maps.

Electronic Submittals will be processed by email based on permit types. See plan submittal requirements
  • Permits - Submit permit application, notarized authorization letter, plans and supporting documents online to email. Incomplete applications will be emailed back to the customer for completion. For general questions please contact us at 951-723-3779 or email

    *Service Panel Upgrade Permits for Solar Projects* 

    Please be aware that ALL service panel upgrades require a separate permit. If your solar project includes a service panel upgrade, you will still have to show the service panel upgrade on the plans, but a separate permit is still required. Certificates of Occupancy 
Projects requiring 
Temporary Certificate of Occupancy (TCO) or Certificate of Occupancy (C of O) shall visit City Hall and sign in with Planning, Engineering, Fire for approval of occupancy prior to Building and Safety. Each department will verify if conditions of approval have been met. 

Applicants are required to obtain outside (non-city) agencies/departments approval if applicable (for example: Eastern Municipal Water District, Southern California Edison and Riverside County Environmental Health).

Fees and Payments
Building Staff invoices submittal fees, and provides a pdf document via email or in person upon request to the applicant.

Payments for invoices will be accepted via credit cards with the appropriate City of Menifee form,  via credit card  by logging in to Accela citizen access and searching for your permit, checks via the United States Postal Service, or by setting up a deposit account via wire transfer. For credit card payments or deposits via wire transfer, please contact the City’s cashier at (951) 723-3883 or email . Payments can also be processed in person at Menifee City Hall with the cashier from Monday - Friday 8 am to 5 pm. 

If you are sending payment via check through the mail please include copies of all invoices being paid. Credit card and wire transfer payments will be posted within 24 hours of receipt.

Permit Issuance
Applicants must notify the Building & Safety Department once all fees are paid and provide a 
License Declaration via email for permit issuance. 

Permits and plans may be picked up from City Hall or you may schedule an in person appointment via 
QLess system online.

Field Inspections
Field Inspections requests can be submitted to email or via Accela citizen access


Building & Safety Department Functions

The Building & Safety Department oversees all building and construction within the City, including issuing building permits, plan check, inspections and providing assistance to citizens. It is our mission to provide quality services to protect life, health, property, and public welfare through an effective administration and regulation of the building codes.
 
 Construction Hours
 Menifee Municipal Code Section 8.01.010, Hours of Construction states that any construction within the City limits located 1/4 of a mile from an occupied residence is permitted only Monday through Saturday, except on nationally recognized holidays, from 6:30am to 7:00pm.
 
 Construction on Sunday or nationally recognized holidays is not permitted unless prior approval is obtained from the City Building Official or City Engineer.
