Mobile Home Park Rent Stabilization Ordinance
On March 1, 2023 the City of Menifee City Council adopted Ordinance No. 2023-366 that included Chapter 5.80 “Mobile Home Park Rent Stabilization”. This Ordinance is necessary to facilitate and encourage fair bargaining between mobile home park owners and tenants in order to achieve mutually satisfactory agreements regarding space rent which preserve the value of a tenants’ mobile home and the value of the mobile home park itself. It is also necessary to protect the tenants from unreasonable space rent increases while simultaneously recognizing and providing a fair return to mobile home park owners.
Ordinance No. 2023-366 will become effective on July 1, 2023.
Mobile Home Park Rent Stabilization Ordinance - Effective July 1, 2023
Permissive Annual increase
Space rent rates can only be increased by the Permissive Annual Increase one time per 12-month period. A mobile home park owner may increase the space rent by the Permissive Annual Increase amount:
- 100% of the CPI (Consumer Price Index) or 5% of space rent rate for the previous 12-month period, whichever is less.
Annual Registration
A mobile home park owner must file an Annual Registration Form with the City before July 1 each year. Any mobile home park owner claiming an exemption must provide a written declaration with supporting documentation. Once the registration form is deemed complete by City staff, an invoice for the Registration Fee of $12.00 per space subject to the Ordinance shall be sent to the park owner. Payment will be due within 30 days.
Petition Process
Park Owner Petition
A mobile home park owner may petition the City to increase the space rent above the Permissive Annual Increase rate if it is felt a fair return has not been received.
Tenant Petition
A mobile home park tenant may petition the City to dispute a space rent increase if the terms of the Ordinance have been violated.

The California Department of Housing and Community Development (HCD) manages the titling and registration for mobile homes. HCD also inspects mobile homes and mobile home parks for health and safety violations, and is a resource for additional information and assistance with mobile home park regulations and policies.
